Elmer L. Cerano, Executive Director of Michigan Protection & Advocacy Service, Inc. (MPAS), on Lt. Governor Brian Calley's Special Education Task Force Reforms:

"I want to commend Lieutenant Governor Brian Calley for his success in bringing together the Special Education Task Force appointed by the Governor. Mr. Calley's leadership created an environment where people with a wide variety of diverse opinions were able to honestly communicate about the real and perceived obstacles to improving educational outcomes for all students.

"By focusing on eliminating the use of restraints and seclusion in response to a student's disability related behaviors, the Task Force opened an exciting dialogue on positive alternatives to the barbaric use of restraints and seclusion. Lt. Governor Calley recognized, early on, the damage that is caused when a child's disability related behaviors are punished rather than properly addressed.

"As Mr. Calley stated; we need to "Build services around a kid instead of having a diagnosis with a predetermined set of services".  I fully concur with Lt. Governor Calley's vision to eventually eliminate the need for special education to be treated as a separate (and historically unequal) program. All students, irrespective of their unique characteristics, deserve the highest quality educational opportunities in fully inclusive and supportive environments that will prepare them for a lifetime of continued curiosity and learning."
