Enrollment is now open for the Healthy Michigan Plan

Starting April 1, 2014, Michigan's version of Medicaid expansion, The Healthy Michigan Plan, began accepting applications online, by phone, or in person at local Michigan Department of Human Services offices.

Information on how to enroll as well as information on the transition from the Adult Benefits Waiver program to the Healthy Michigan Plan will be updated on the Michigan Department of Community Health website.

Healthy Michigan Plan enrollment will be open all year long, unlike the  Federal Marketplace which has designated open enrollment  periods and where the initial enrollment period will close on March 31.

Applications for HMP are available online ( or, by phone, or in-person. For the fastest eligibility  determination, the Department is advising applicants to use the MIBridges system where eligibility determinations may be returned in a matter of minutes. Department of Human Services local offices are expected to extend their hours to accommodate those who would like to apply in person.

What you need to apply:

  • Social Security numbers of everyone included on the application, including dependents.
  • Employer and income information for everyone in the family, such as a W-2 form or wage statement.
  • Policy numbers for your current insurance plan, if you have one.
  • Information on any job-related insurance that's available to your family.

The Healthy Michigan Plan provides health care coverage for individuals who:  

  • Are age 19-64 years
  • Have income at or below 133% of the federal poverty level under the Modified Adjusted Gross Income methodology
  • Do not qualify for or are not enrolled in Medicare
  • Do not qualify for or are not enrolled in other Medicaid programs
  • Are not pregnant at the time of application
  • Are residents of the state of Michigan 

Also on April 1, 2014 the Adult Benefits Waiver, also known as Adult Medical Program or AMP, changed to the Healthy Michigan Plan.  The department is in the process of notifying Adult Benefits Waiver beneficiaries of this change, with instructions on choosing a health plan (if applicable).
